The origins of a proposal to deter people from abandoning animals in San Antonio

Though the proposal that aimed to punish people who abandon animals on Thursday’s city council agenda would cover all animals, not just dogs or cats, its origins were much more exotic: peafowl, which are also known as peacocks.
